Require a special pick for removing

Although you can order Puerh teas by the cup or pot in most tearooms, it is sold in cakes that require a special pick for removing what is brewed.

--- I'm not sure what the last part of this sentence means? You need a special Toothpick to remove it from the cup???

I am happy to be corrected if you definitely know otherwise, but as far as I can tell, you don't brew the whole brick. I think "for removing what is brewed" is confusing wording and means
