request vs. request for

Based on the following sentence, between 'the person' and 'the Prosecutor General', who is or can be the subject of the verb 'submit'?

"...the person who knows of such act shall have the right to request the Prosecutor General to investigate its facts and submit a motion to the Constitutional Court for ordering cessation of such act..."
