Request comments on present perfect progressive & compromise

I would like to seek someone's comments on the following sentences.

1. A resident of your building has been making a complaint pretending to hot air emanated from our building.

I don't know why the present perfect progressive tense is not suitable for the sentence no.1.


2. ABC construction company shall take responsibility for handling all potential problems that were compromised in the report according to statutory requirements.

May I know why the verb of “compromise” is not suitable for the sentence no.2?
