Repudiate

"He denied connections to criminal groups."
"He repudiated connections to criminal groups."
"He disavowed connections to criminal groups."

It seems all three could be either (a) he declared that he had nothing to do with criminal groups, or (b) he was in criminal groups in the past, but now wanted no part of such groups.
