Reported Speech. Which sentence is right?

Hi teachers,
Which one is right? I really think is 'a', but I have seen 'b' too.
a) She said (to Arthur) she was planning to fly to Australia.
b) She said she was planning to fly to Australia (to Arthur).

Thank you for your reply. Yes, 'say' is more common in direct speech. But many books say that both are used with direct and indirect speech. So I have to teach both.
Though I tell my students that if we need to mention the listener,
