Reported Speech: no back-shifting necessary?

Hi. Please help. I think if we are reporting something that is universal truth or still current in effect, we don't need to back-shift (roughly speaking). How about this? Do we need to shift back the tense?

He said a lot of people don't get what they want because they don't work hard enough.
