Reported Speech 2

Hi,
In case of changing a direct speech to the indirect one, sometimes we need to change the time expressions as well. Now, what do we do in the following example? Is my guess true?
I'm definitely not going to go back to college next year.
Reported: She decided no to go back to college the other year.

Here is a reported speech followed by the direct speech of it, but what I can't understand is that why the reported one is in present perfect while the direct speech is in present perfect as well?
