His actual words were eg You shouldn't use defective equipment.


He recommended them . . . is incorrect syntax here. Say He recommended a course of action . . .

eg He recommended that they shouldn't use defective equipment.


We don't make recomendations that someone should have done something in the past, so don't use Present
