The teacher asked us how many countries [there were - there are] in Africa.

He asked her if she could help him, but she [said "No" - refused] .

The judge finally asked whether I [had had - had] anything to say on behalf of the accused.

It's a multiple choice question.

It's an exercise. Here are my answers, the first one I think 'there are' as it is talking about a fact. The second and the third, I think both choices can be correct. The problem is I have to choose just one answer.

Ok, I'll try the second one is 'had' . The third is 'refused' .

Many thanks but why is the first one 'were' ? There is a rule in my textbook says that 'we don't need to change the present tense if the information in direct speech is still true or general facts'.

Why do we change it into past although the question asks about the number of countries in Africa?
