Please help me with transfer following sentence into a citation:
Polish PM Donald Tusk has said a snap election may be called in weeks if a row sparked by a secret recording of top officials is not contained. - bbc source
Would it be:?
PM has said:"A snap election will may be called in weeks if a row sparked by a secret recording of top officials will be not contained"

BTW a "row sparked" meaning please.
