Reported speech

dear Ladies and Gentlemen,

i would like to know the following. The words "believe", "thought", "forgot" , "approve" and similar other words can only be used in Reported Speech. For example i said "I believe he is guilty", referring to the past can i say "I believed he was guilty" or "i believed he had been guilty" (the latter like reported speech).
