Reported speech

Hi teachers,
I have this sentence:
"That's Coke!" Baxter shouted. "He isn't going to get away this time!"

Because I have two exclamations marks I can use this sentence for reported speech:
Baxter exclaimed to Halls (that) it was Coke and added (that) Coke wasn't going to get away that
time.
But, can I also use the verb 'shouted' for the same purpose?
Baxter shouted to Halls (that) it was Coke and added (that) Coke wasn't going to get away that

time.

If not why please?

Thanks in advance

CliveThere's no 'Halls' in your text. I guesss that's from the context.
Yes, the character is in the story. Sorry I didn't mentioned it.
CliveI would say 'shouted', because that's the word already reported in your text.
Thank you. So it should be 'shouted to', though 'exclaimed to' is not that wrong, isn't it?
