Reported speech?

Hi. I think the terms "reported speech" and "indirect quote" mean the same. I think what is written below is not correct as a form of reported speech. I think the underlined part should be past perfect and past perfect continuous respectively. What do you think?

He said he first went to the city at the age of 10 in the 1970s and his aunt just began teaching neighborhood kids.
