I was asked to make a summary in english from the report on the situation of livestock waste treatment and their drawbacks in practice in my country. Could you please have a look on that and correct if there are any mistakes or unnatural expressions?.
Here's my "clumsy" text:
"The livestock in Vietnam tends to shift from household size cultivation to concentrated cultivation and intensive farming on a larger scale. Coupled with such trend, pollution derived from livestock waste in rural area is becoming severe. Against this backdrop, farm-scale cultivation and intensive farming are increasingly acknowledged as main sources of nowadays pollution in and from livestock production.
On one hand, despite a high demand of solid livestock waste as an organic fertilizer source, intensive farming, namely market pig and cow farming at industrial scale, could not reach the full potential of this business due to their extremely high need of water which makes solid waste collection almost impossible. The farm owner has, therefore, no other way than release effluents directly into water sources or indirectly via biogas plants - the most prevalent livestock waste management practice in Vietnam
On the other hand, even in case of taking a livestock waste management measure like biogas plant, the technology is subject itself to drawbacks, not to say adverse effect on environment which is extremely true at farm scale. Recognized as an effective measure, household size biogas plant is yet raising two main concerns: over processing capacity (due to continuously changing livestock scale) and surplus gas released directly to environment. At farm scale of production, the practice is even more problematic and thus threats the environment even more. As biogas plant gains no economic benefit but requires large space and investment, farm owner is losing motivation of operating appropriately the biogas plant. They leave the plant damage unrepaired as well as release a large amount of unused biogas directly to the environment and effluents to water sources.
The pollution risks being persistent and becoming severe as long as no better action is taken from the livestock environment management arrangements. Currently, the administrative agency and farm owners keep giving priority to economic development over environmental issues. Management agencies have not introduced to farmers and farm owner effective technologies for livestock environment in compliance with regulations on livestock waste management. Last but not least, regulations on livestock waste released into environment under the previous Circulation no.40 and current Circulation no.62 have both set too high standard in comparison with capability of present technology; which leads the fact that most of farms, either with or without effective solution for environment improvement, are penalized and thus have lost their motivation of environmental treatment."
