When we write the report of a programme ,is it correct to write 'the programme was over at 4 pm?

ddnd 'the programme was over at 4 pm That means that the program was in the state of being over at 4 pm. If you wish to say that the program ended or came to an end at 4 pm, then I don't suggest that you say 'was over at 4 pm', then say "The program ( ended or came to an end ) at 4 pm", instead.
