repopulate China's remaining forests with their natural leaders

Though tigers are not native to Africa, the environment in Free State Province is very suitable as a breeding and training ground for captive tigers. They can learn to become wild again there, and, hopefully, to pass on these natural skills to the next generation. If successful, the experiment may one day help to repopulate China's remaining forests with their natural leaders.

Hi,
Is it correct to think of the underlined part in the above as "breed tigers and settle them in China's remaining forests?" Thanks.
