if someone asks me how are you?
i am fine

and i reply that
i am too very fine
is this correct?

"I am too very fine" is not right. If they say "I'm fine" then you could say "I'm fine too".

Fine, thanks. ( And you? / How are you? )

Almost anything else stands out as unusual.
