Would somebody please help me with the English?

1. I am afraid they do not receive the emails or not in the office as normally they do response promptly.

2. I sent a letter last few weeks asking for a help from an organisation. They replied and asked for the details information of my proposal. I have provided them with the details but I haven't received any response from them since then. Does it polite for me to ask them this question? "I was wondering if you have received the summary of the research proposal. If not, I am happy to send it to you again.
