Replacement Words

Hi, this is my sentence as it's currently constructed: "As an employee, he instituted a program whereby …"


Assuming we keep the word "whereby," just because I like it, would someone out there help me find fitting synonyms for both "instituted" and "program?" Needless to say I have consulted several thesauruses before arriving at your site. I am seeking some friendly advice on the right combination of words (with regards to ones frequently heard in combination and/or especially creative and/or pleasing to the ear), not just any two.
