Repetition omittable in this way?

Anybody who can just easily help this primitive question I would appreciate.

An article has this phrase:

"Of particular concern was that dispersal is done at short notice or with no prior arrangement, and often without appropriate transfer of medical details. Only three centres had experienced appropriate transfer of care. " Excerpt from Medical News Today (link from Google UK).

The beginning says 'of particular concern...". Does this actually say in a simply way of saying "Of (numerous) concerns, a particular concern was that..."?

Hi sourin, That is the meaning, but it is not a grammatical reduction of the longer phrase. And it does not suggest 'numerous', it merely suggests 'other' concerns.

Yes, that's correct. It's basically saying that there are other concerns, but they're not as serious as the one concern is.

Yes, the way it's worded in the original sentence is the most common way that the thought is expressed. I've never heard anyone say, "Among the concerns that I have, of particular concern..." People just say, "Of particular concern...," and it's understood that there is at least one other concern about the situation.
