Repeating the object in a sentence

Hi! Please review the sentence below, said by a Spanish woman who teaches English:

My student's parents they are happy.

I've noticed Spanish speakers use this form a lot. It seems to be normal in the Spanish language, but is it wrong in English? To me it sounds very strange.

A Latin teacher told me that repeating the object can be used for emphasis.

Another example I've heard is:

I have a dog that it barks all day long.

This sentence diffinitely seems unnecessary to repeat the object, and the relative clause that/which is all that's needed.

In English, the noun is not usually repeated..

- My students' parents are happy

- I have a dog that barks all day long

In English, you can emphasise the meaning by using punctuation and repeating. But you would probably not use this often..

- My students' parents? They are happy

- I have a dog: it barks all day long
