Should I repeat the underlined part just to make the sentence parallel? Sometimes I see the repeationg of the same conjunction , relative pronouns, and to infinitive, but sometimes I dont'. What is the rule?

Also, should I repeat becasue in the following sentence?

Also, can take out the secone to ?
They fail to exercise and be activie or
