remove "is" from "there going to be"

Hi
Is it okay to remove "is" from "there going to be"?
Example : There going to be heavy rain
Or : there going to be war

And if not in this case, when is it okay to omit "is/are" with "going to be"?

Never with "There".

Don't confuse "there" with "they're": They're going to be ready at 8 o'clock.
