I am confused about "they are nowhere to be seen". I don't understand " be + to + infinitive"

"nowhere to be seen" can be thought of as a fixed phrase. It means we can't see them anywhere.
The idiomatic use of "be to" to mean "must" doesn't enter into it in this sentence.
