Remark, claiming...

‘On the same day, the deputy speaker of the Iranian parliament made stern remarks, claiming that Iran will not surrender to U.S. threats that easily.’


How can I understand ‘, claiming that...’ in the sentence?


1) Is it an additional information of ‘stern remark’?


2) Is it a short version of ‘and it claimed that...’?

Here ‘it’ is ‘the deputy speaker of the Iranian parliament’.


Or is there another option?

What do you native English speakers think?
