Remained never to return

Hi

Is the underlined phrase natural English?

(The speaker is talking about his grandparents who never came back from Canada)

Some of my family members came back from Canada and settled here, but my grandparents remained never to return.

Thanks,

Tom

It is correct English, but it does not consitute a phrase. I would consider putting a comma after "remained".
