Religious nature?

Hi! everyone.Could you tell me whether I am wrong about the meaning of the question below?

If someone asks “what is the religious nature of usuary?”, is he asking about the meaning of usuary in a certain religion or what constitutes usuary in a certain religion?

If it's not, could you tell me what the question exactly means?

Thanks!
