Relief vs drug

Medecines Sans Frontieres (MSF), which means "Doctors Without Borders" was established in 1971. It is now the world's largest independent organization that provides emergency medical "relief".

The word "relief" is closest in meaning to .... .

1) drugs

2) aids

I would go for "aids" here. Because they provide more than just drugs. Drugs is too specific. Aid includes drugs and other medical help. What do you think?
