Please explain the use of colon in "relax:..."

It is the author's choice. Compared to starting a new sentence, the colon has slightly more suggestion that "there are no cars honking at you ... etc." is the reason why you can relax (though of course we would understand this well enough anyway).
In modern writing style, there should not be a space before the colon.
