Secretary General Ban Ki-moon set a permanent solution must be found. Because this is the last time the said that the international community will rebuild Gaza only to have it torn down again by another war.

I feel weird about the last sentence because the international community will rebuild Gaza , and yet the prerequisite is to have it torn again?! So I don't think I comprehend the last sentence. Could you explain it or catch me out?

That is not a prerequite; it is a possible result. this is the last time ( he said) that the international community will rebuild Gaza and then experience it's being torn down again...
