relative pronoun - What - Omittable or not?

Q1: Many students review so that they may not gorget _a_ they learned.

What do you think about the above sentence. Do I have to put what in the blank _a ? Is it omittable or not?

Q2: You should not touch him lest you should be hit.

Is the above sentence wrong? Somebody says that you'd better not use the negative phrases two times in one sentence. Is it?
