Relative pronoun sentence

The sentence below has the relative pronoun "that" in it, and I'm unsure if I can put "to" in this sentence.

1) This is a letter that I will send to my mother.

2) This is a letter that I will send my mother.

Is there any rule regarding this?

Thank you
