Relative pronoun - restrictive vs non-restrictive information


Q. I have a question about 'which hung like award certificates all over the living room'

Is this restrictive information or non-restrictive information?

Because of two commas before it, I can't tell if it belongs to restrictive or non-restrictive

Could you tell me how to distinguish restrictive info and non-restrictive info in that structure?
