Relative pronoun or conjunction?

In the following sentence from webster's learner's dictionary,

The building as we know it [=as it exists now] is quite different from how it looked when it was first built.
is "as we know it" a restrictive relatiev clause introduced by relaative pronoun "as" or adverbial clause introduced by conjunction "as"?

It can't be a relative pronoun because it doesn't have an antecedent. we and it already take up the spaces where nouns or pronouns could go. There's no other position left for a pronoun. *We know it the building makes no sense.
