Relative pronoun

Who is there that can be capable of doing everything?

Is the above sentence correct? It seems incorrect to me because the relative pronoun does not follow the antecedent, which I have learned as a basic rule for relative clauses. But, I'm not sure if I'm right.

If this sentence is incorrect , then what should it be?
