Relative pronoun

Which "that" is the relative pronoun in the following passage. Are they both relative pronouns?

"Welcome, fellow vertebrates.
If my greeting today sounds odd, it's because we're so used to having our skeletons inside us that we forget that for most of the animals on the planet, it's the other way around."

My guess was the first "that" can be omitted so it doesn't modify anything, it seems to act like a conjunction like "so" or "therefore". The second "that" can't be omitted so I think it referres back to "we're so used to having our skeletons inside us" .

It seems like the whole phrase does. If I had to narrow it, at a guess,"skeleton inside us"
