Relative infinitive clause

Hi,

In June 2007, Jeju island became South Korea's first natural heritage site to be added to the World Heritage List.

Q1) Which of the following has the closest paraphrase of the underlined part?

A: ...that was added to...

B: ...that would be added to...

C: ...that was to be added to...

Q2) Does the infinitive indicate that the event actually took place? or It merely says that the decision to add it to the list was finalized and would be carried out shortly.
