Relative Clauses vs. Complement Clauses

hi .The answer of this question is very important to me: As you know a relative clause can come exactly after a noun phrase and modifies it. but there are some sentences such as :

  1. the idea [that politicians don’t always say the whole truth]
  2. the fact [that China is a dictatorship]
  3. the possibility [that the western world might loose the 'war on terrorism']
  4. the proof for the assumption [that democracies are morally superior

It is proved that these " that clauses " are noun phrase complement and are a kind of " noun clause" but why? we know "noun clauses" are a substitution for " noun phrases" and acts as subject ' object, etc but what is the role of noun clause in these sentences i wrote above? and why they are not adjective clause ( relative clause )?
