Relative clauses--none more fitting than

The team has had a variety of captains, most of whom should were reputable candidates, but none more fitting than John Smith.

Is 'but none more fitting' a standard abreviation of 'but none are more fitting'?

Or is it reduced from ...'but none of whom are more fitting than...'?
