Relative clauses

The provided picture depicts a magnificent eagle which is flying.

I know that relative clauses "that, which, and who" can be omitted from a sentence. But is it possible to reduce it in this sentence? Why? Is it because of "to be" verb?

Abbas Rajabpour I know that relative clauses "that, which, and who" can be omitted from a sentence. Yes, but only if you also remove a form of be ( is, are, was, were, ... ) which occurs after one of those words.
