Relative Clause

Hi teachers

Here is relative clause question:

The owner of the book shop can tell you the shelf ---- you can find books about European History.

a- on which
b- that

The correct answer is option A. But what makes the option b wrong here? I need an explanation. Thank you.

Thanks for the answer but how can I understand it needs a preposition? I'm always confused about relative clause questions with prepositions. Are there any clues or techniques to find the correct preposition?

Why does shelf need on here? We can also say in the shelf or at the shelf ,right?

You can use the preposition at the beginning or the end of the clause. But if you put it at the end, you need "that."
