Relative clause

Hi I encounter this sentence with a relative clause ... " One of the girls who (sing, sings) beautifully is my friend. In this sentence to what does the relative clause who sing/sings refer to? I'm just confused, does that clause modify ONE or GIRLS? Thanks!

Note the commas:

One of the girls who sing beautifully is my friend.-- All the girls are good singers


One of the girls, who sings beautifully, is my friend.-- Only his friend is a good singer.
