C) and D) are clearly wrong

As for A) and B), I'm not a Master of commas :-) but I'd say B) O.K., A) wrong. Maybe it's the other way round.

A bit off-topic -what about:

Often the need to clean up the atmosphere was realized through major environmental disasters, the London smog of 1952 being a prime example.
