Q1: Does the word ‘where’ function as a relative adverb in this sentence?
Q2: Does it work if I replace it with ‘those deals which‘?

A less informal way of expressing it might be: It was the sort of deal that, if not taken advantage of at the time, will cause you to regret your (in)action later.
