Are you sure you have it right? It doesn't make sense to me with the two negatives. Some context would help. I expect "to benefit outcomes" does not mean something is going to help make the outcomes greater. "Benefit outcomes" is probably a technical term in the field of labor negotiations, where we're talking about the "benefits package" which some job provides. So "to benefit" is not a verb infinitive but "to benefit outcomes" is a prepositional phrase where "benefit" acts as an adjective to tell what kind of "outcomes" we're talking about. "Benefit outcomes" might describe the way benefits stack up - how much you stand to make after a number of years.

I think this could be some kind of statement about a discriptive brochure for a benefits package. If it said, "is not included" it could be an introduction explaining what would and would not be found in the brochure (possibly a legal document.) Since it says "was not included" it sounds more like someone is complaining that important information has been left out. Then it would make sense to say, "Information on x with relation to - - - - - was not included." But why on earth would you complain if information with no relation to the subject was left out? (I hope you enjoyed this as much as I did!)

Now that this has had a week to sink in, maybe the two negatives do make sense.

Assuming this is the introduction to a brochure on benefits - or a summary of some research that's been done - possibly an internet search - it could mean:

"Here's the information on X. We only included information relating to benefit outcomes."
