related VS relating

Hi,

Looks like it is sort of a FAQ request but...

If you could comment on the following specific example?

(1) It is a human rights related issue.
(2) It is a human rights relating issue.

I guess most native speakers would opt for (1)? ... and I cannot figure out why? What is wrong with (2)? Are there contexts where (2) works better than (1)?

Number 2 is wrong. The issue is related to rights, it does not relate to them.

"It is an issue relating to human rights"? (relating to = about, concerning?)

or only "it is an issue related to human rights" is correct?

Yes. In that construction, you don't mean that the issue is a separate matter from human rights but is related to it. You mean that the issue is entwined with the issue of human rights.
