Generally, X is related to Y indicates a connection between X and Y. X Concerns Y usually indicates that X is about Y, or is relevant to Y, or affects Y, or involves Y. In some contexts they are pretty much interchangeable. For example "This legislation concerns/is related to bank regulation." In other contexts one may be more appropriate than the other. "
