relate /compare

Hi
Please tell me if relate is OK here.

I feel it is all right to use compare but I am a little doubtful about relate

Context: Beginning of the explanation on metaphor...

The author relates/compares the child to a cloud.

Since a metaphor is a type of comparison, it would probably be better to use "compare." You can relate one thing to another without necessarily making a comparison.
