...reject sth a third time

Hi,

The following sentence is borrowed from a VOA Learning English source:

"British Parliament Rejects May's EU Withdrawal Plan a Third Time"

(1) I realize that the "newspaper English" obeys its own rules ... I just was wondering (assuming the following three alternatives are all correct English ) if "toggling" between "a" and "the" can (in a way?) change the meaning of this specific sentence?

[1] "British Parliament Rejects May's EU Withdrawal Plan a Third Time"

[2] "British Parliament Rejects May's EU Withdrawal Plan for a Third Time"

[3] "British Parliament Rejects May's EU Withdrawal Plan for the Third Time"

Looking forward to hearing your comments...
