We appear to be moving towards what Riane Eisler describes as a “new
world of social and psychological rebirth,” a shift from what she calls a
“dominator” to a “partnership” society, in which “we will live free of the fear of
war” and in which there will be “more equal and balanced relations between
women and men and the reinforcement of gentler, more pro-human behavior in
children of both sexes.
--- I'm not sure I understand the last part. Does it say that according to Riane Eisler people's attitude to bringing up children of both sexes will be/should be "gentler" and more "pro-human"
or that children of both sexes should behave in a gentler and more prohumane way?

I don't think the word "should" is appropriate here. The author is simply telling us what he sees.

He's not telling us what parents should do or what children should do - nor is R. E. They're just observers.
Perhaps you're confusing the word "reinforcement" with the word "enforcement."
